A Inter State Regional Plan for the periphery of Chandigarh, States of Punjab and Haryana is under preparation.Deliberations made to evolve consensus for the integration of the separate plans made by the concerned States and UT for their peripheries, so that, the development in one state do not have adverse effect of any kind on the other state or UT.
Emphasis on to plan the development in these peripheries in such a manner that adequate support system is made available including schools, colleges, hospitals, post offices, telephone exchange, roads, water supply, power and sewerage. Punjab apprised that planning of six towns including Mohali, Zirakpur, Derabassi, Mullanpur, Kharar and Nayagaon has been done. Haryana informed that 100% periphery plan has been prepared and also the land use has been determined.
On the issue of interconnectivity between Chandigarh, Panchkula and Mohali, the cities should be made independent, so that, commuters need not cross one city to reach another city, thus, reducing unwanted pressure on the third city.
Garbage Processing Plant and Sewage Treatment Plants should be developed in Panchkula and Mohali on the pattern of the Chandigarh. Chandigarh has around 38% of its total area under forest cover trying to increase this percentage to 42%. To reserve 30-35% of the area as green belt which would include reserve forest area even in periphery area of Punjab and Haryana. 35-40 trees per hectare should be planted in the urban sectors. Industrial Areas of the tri-city should encourage Industries under the green category only.
On disaster management, to evolve a common Disaster Management Plan, any natural calamity like earthquake or any accident due to the negligence of mankind like fire are tackled effectively. All choes and drainage system should be preserved as green area and 25 meter of green belt should be developed on both sides of the choes.
