Chandigarh in conflict with growth in periphery

UT administration has taken up the issue of height control with Punjab and Haryana as part of inter-state region plan, which is being prepared on directions of ministry of home affairs.

The issue was decided that urban planning departments will study the master plan of Chandigarh and adjoining towns to integrate these into a joint plan with focus on planned development in the periphery.

There are restrictions on not constructing buildings more than three storeys in height, areas like Nayagaon in neighbouring Punjab don't follow the norm.There is need for having a uniform policy on the issue.The haphazard structures and high rises in Chandigarh's periphery have been hotly debated issues but UT's concerns over unplanned growth in Nayagaon have fallen on deaf ears in Punjab.

UT architecture department had earlier written to Punjab government to make amendments in its master plan, pointing out that dense colonization activity in the vicinity of the Capitol Complex could go against UTs claim to get a place on UNESCO world heritage site list. It had also underlined the need to assess whether or not construction on foothills of Shivaliks as proposed in the master plan would affect the catchment area of Sukhna Lake.

UT had demanded that contrary to the plan to have restrictions on the height on buildings only upto a radius of one kilometre from Chandigarh, the norm be extended to whole of the master plan.

The entire area under the master plan is a part of Chandigarh periphery with large part of it just north of Capitol Complex, which is a no construction area, as per the edict of Chandigarh. However, large scale unauthorized activity has already taken place in the area, read the letter.

UT had also highlighted the need for a separate entry from Punjab towards Mullanpur to avoid traffic congestion. Besides, highlighting that certain areas between village Karora and UT boundary have not been planned.
